Chain Store Sales Declines End

Year-ago declines in chain store sales may have ended. Sales inched up in September, and comparisons will get markedly easier in coming months, so no real improvement in spending is necessary to maintain the positive readings. This, however, is not an indication of a significant rebound in consumer spending. Consumer fundamentals remain very weak and negative for spending, if slightly less negative than they have been....
