Bankruptcy Filings Jump

Personal bankruptcy filings rose sharply in the second quarter. However, the increase had nothing to do with deteriorating household credit quality and everything to do with recently enacted reform legislation that takes effect on October 17. The improvements in labor markets are boosting household finances as are asset price appreciation and continued low interest rates. Filings to avoid new rules are trumping this effect, however. Filings per thousand households for the preceding 12 months jumped in the second quarter to their highest level in a year. They rose to 14.37, from 14.01 in the first quarter. However, they remain below their peak of 14.89 in the third quarter of 2003....
