The normal main residence is defined by UN Principles and Recommendations for Population and Housing Census.

The basis for the data is the 2011 Census. The annual figures are calculated using demographic balance (adding births and arrivals, while subtracting deaths and departures). 

Data related to natural increase in population comes from the vital statistics registration system of the communes. 

Data related to migration are taken from the central population register.

The source writes: 

We distinguish between the natural movement, which includes the events of the civil status (births, deaths, marriages, divorces) and the migratory movement. The latter is subdivided into internal migratory movement, which concerns the migration of persons of Luxembourg nationality or foreign nationality in the interior of the country, and external migratory movement including all persons of Luxembourg nationality or foreigners who enter the Grand Duchy with the intention to settle there and all persons of Luxembourg nationality or foreigners who leave the Grand Duchy to fix their residence elsewhere.

The initial data is subject to be revised after a population census.
