Release Information

Stage of construction for residential buildings in Portugal: Permits and completions, number and average utility (habitable) area, to the NUTS 3 subnational geo level.

Count of licensed dwellings (permits) in new constructions for family housing by Geographic localization and Dwelling typology for the nation, NUTS 1, NUTS 2, and NUTS 3 areas. The Data Buffet extract contains only total dwellings, but breakdowns are available for 0 to 1, 2, 3, or 4 or more bedrooms.

Utility area of licensed rooms (m²) in new constructions for family housing by Geographic localization for the nation, NUTS 1, NUTS 2, and NUTS 3 areas.  The INE formula is: (Utility area of licensed rooms in new constructions for family housing)/(Number of licensed rooms in new constructions for family housing).

Count of completed dwellings in new constructions for family housing by Geographic localization and Investing entity for the nation, NUTS 1, NUTS 2, and NUTS 3 areas.  The Data Buffet extract contains only "all investing entities," but breakdowns are available for natural person, public body, private company, and other as more specific types of investing entities.

Buildings are completed when the building or other structure is physically ready to be occupied or to be put into use, regardless of the granting of a user licence or authorisation.

Completed buildings, disseminated in the number of completed buildings, by geography and type of project for the nation, NUTS 1, NUTS 2, and NUTS 3 areas.  The Data Buffet extract includes only the "new construction" type of project, but other breakdowns include, for example: new construction, enlargements, conversions, refurbishment, demolition, transformation and urbanisation).  The Data Buffet extract contains both total completed buildings and completed buildings that will become family housing.

Utility area of completed rooms in new constructions for family housing, by geography, available for the nation, NUTS 1, NUTS 2, and NUTS 3 areas.  The INE formula is: (Utility area of completed rooms in new constructions for family housing)/(Number of completed rooms in new constructions for family housing).

Definitions

Licensed - Has a permit.

Construction - A type of work (buildings, roads, bridges, dams, etc.) connected to the ground and made of construction materials. Ground work for agricultural purposes (e.g. ploughing) does not fall under the heading of construction.

New construction - The erection of an entirely new structure, whether or not the site on which it was built was previously occupied.

Habitable room - A space in accommodation delimited by walls, at least 42 meters in area 2 meters in height at its highest point, for bedrooms, dining or living rooms. Provided that they meet these requirements, spaces like attics, lofts, cellars, habitable greenhouses and closed balconies and terraces should also be included if they have been adapted for habitation andare used for this purpose all year. Corridors, non-habitable balconies, bathrooms, kitchens, larders, hallways and areas exclusively for economic activities are not considered.

Building - Construction permanent, endowed with independent indoor and limited access by exterior walls or walls-socks ranging from foundations to roofing and intended for human use or other purposes.

Dwelling - Family Accommodation consists of a room or suite of rooms and its annexes in a permanent building or a structurally separate part of the building and should have an independent entrance that gives direct access or via a garden or grounds to a route or a common passage inside the building (staircase, corridor or gallery, among others).

Lodging - separate and independent place which by the way was built, rebuilt, enlarged, processed or is being used, is intended to housing with the condition of not being used fully for other purposes at the time of reference: by distinct means is known that is surrounded by classic type of walls or other, it is covered and allows a person or a group of people can sleep, prepare meals or shelter of separate weatherproof other members of the community; by Independent means that its occupants do not have to go through other lodging to enter or leave the area where they live.

As of April 2016, all of the tables used by the Data Buffet extract have been switched to the NUTS 2013 geographic standard (dimension for "geographic localization").
