Motivation: Statistics Canada reports a "New Housing Price Index (NHPI)" for census metro areas (CMAs). It has recently changed its geographic granularity, by breaking the Ottawa-Gatineau CMA into two parts, in the provinces of Ontario and Quebec.
Response: For continuity, Moody's Analytics has undertaken to perpetuate the HPI for the entire Ottawa-Gatineau CMA by using the component series. There is no change to our seasonally adjusted supplement.
Properties: Properties have not changed. The series start at January 1981, and figures are indexed to December 2016=100. The NSA series now has a secondary source citation of "Moody's Analytics Calculated". The series are:
- HPINHOUTAM.ICAN_MOHL = House price index: New - House and land, (Index Dec2016=100, SA) - for Ottawa-Gatineau
- HPINHOUTUM.ICAN_MOHL = NSA - for Ottawa-Gatineau
- HPINHOUTUM.ICAN_OHO = NSA - for Ottawa-Gatineau, Ontario part
- HPINHOUTUM.ICAN_OHQ = NSA - for Ottawa-Gatineau, Quebec part
Method: We calculate a weighted average of the two components. We derive the weights from the count of housing completions reported by the Canada Mortgage and Housing Corporation (CMHC) over the years 2014 to 2016. We then adjust the series using the U.S. Census Bureau's X-13 ARIMA program.
