New Data: U.S. subnational - ACS migration by educational attainment

Summary
May 2019 -- Data Buffet now carries, from the American Community Survey, excerpted history for two tables: geographical mobility (migration) by educational attainment (18,912 new annual series from 2013).

This ACS subset can be used to analyze the "brain drain" phenomenon -- is the set of persons who leave a given area (departures, emigrants, out-migrants) biased towards a higher level of education? Conversely, is a given area particularly attractive to arrivals (immigrants, in-migrants) with a given level of education? Note that this subset does not count migration between areas within a single state.
