Eurostat defines a metropolitan region as an aggregate of one or more contiguous NUTS 3 areas that represents an agglomeration of at least 250,000 inhabitants and includes the commuter belt around a city.

To compare the composition of metro areas under the two vintages, please see the attachment. For each area (metro area and components thereof) it shows the NUTS code, Moody's Analytics geo code, and name. The remaining NUTS 3 areas outside any metro area are also listed.
The NUTS 3 area Osrednjeslovenska, the singleton component of metro area Ljubljana, has been recoded under NUTS and granted a new geo code by us (attachment, row 5). The ten NUTS 3 areas in the non-metro area (rows 9 to 18) have all been recoded, but only three of them underwent boundary changes that justified a change in geo code.
