Your observation is correct. The table contains small errors. Statistics Netherlands has already found these errors. Revised tables on government finance statistics will be published on Thursday 27 September.
Note that the revisions result in slightly amended government debt data in 16.1-16.3 and 17.1-17.3.
On 27 September, the source corrected the errors (citation):
