Eurostat defines a metropolitan region as an aggregate of one or more contiguous NUTS 3 areas that represents an agglomeration of at least 250,000 inhabitants and includes the commuter belt around a city.
Luxembourg contains only one NUTS 3 area (which is conterminous with the country), so it can have only one metro area (which is also conterminous with the country). Geo codes for Moody's Analytics global metro areas have the pattern I^^^_M^^^.
