1. Archived predecessors (private employment only, 2012m3 to 2018m12) by renaming with an "_18" specifier, marking metadata as discontinued, and segregating in the catalog. 
2. Created one-for-one replacements (private and public employment) which start at 2012m3. 
3. Added the new "other" sector (the difference between the total and the six specific sectors), which starts at 2012m6.
