Data Change: U.S. - TIC foreign holdings - New countries [2016] [UPDATED]

March 2017 -- In its latest edition, the annual Treasury International Capital report (preliminary) on foreign holdings of U.S. securities by country (FPIS) has added 10 countries and dropped 10 countries and country-composites (27 new annual series from 2016, 122 series discontinued 1974-2015). [Updated May 1, 2017.]

The dataset reports 12 concepts in the preliminary phase (February) and an additional 12 in the final phase (April), one of which is new. The concept codes (of the form XSCFH?A) are unchanged, but are newly applied to the geo codes listed below. The geo names as listed in the official FPIS data file do not necessarily match those used by other sources or in other languages. The new series were initially created with values for 2016, and the source published history back to 2015 during the final phase.

The applicable footnotes (citation):

Separate reporting for certain country groups began with the June 2014 SHL. Entries for Bonaire, Sint Eustatius, and Saba; Curacao; and Sint Maarten were previously reported together as Netherlands Antilles.
Entries for Guadeloupe and for Saint Martin and Saint Barthelemy were previously reported together as Guadeloupe.
Entries for Kosovo, Montenegro, and Serbia were previously reported together as Serbia.

The series reside in the historical catalog (United States » Financial » Treasury International Capital » Annual » Foreign portfolio holdings of U.S. securities) and include, for example:

  • XSCFHA.IDZA   = Long- and short-term equities, (Mil. USD) - for Algeria
  • XSCFHLEA.IMYT = [DISCONTINUED] Long-term equities, (Mil. USD) - for Mayotte

One concept was added during the final phase, and back-reported to 2015. (An FRN is a Treasury floating rate note, introduced in 2014; see related article.)

  • XSCFHLDTFA = Treasury debt - Long-term - Of which FRN, (Mil. USD)

Changes in series counts:

  • Preliminary phase: 27 new series
  • Preliminary phase: 122 discontinued series
  • Final phase: approximately 300 new series

  • IBHR  = Bahrain
  • IGAB  = Gabon
  • IIRN  = Iran
  • IIRQ  = Iraq
  • IKWT  = Kuwait
  • ILBY  = Libya

  • IOMN  = Oman
  • IQAT  = Qatar
  • IARE  = U.A.E.

Added countries in final phase (April 2017):

  • IMYT  = Mayotte
  • INIU  = Niue
  • ITUV  = Tuvalu
  • IESH  = Western Sahara

Terminated geos are as follows. The associated series run from as early as 1974 to as late as 2015, and we have marked them as "discontinued" in their metadata.
