The source explains (citation):

In response, we have archived the predecessors (19 quarterly series, 2009Q4 to 2016Q3) by renaming with an "_16" specifier, by marking metadata as "discontinued", and by segregating in the catalog. The replacements (22 quarterly series) start at 2000Q1 or 2012Q1. The framework is UN SNA 2008. Figures are millions of euros (Mil. EUR), end of period (EOP), not seasonally adjusted (NSA).

The series reside in the historical catalog (Lithuania » Government » General government debt) and include, for example:
