While NAICS aren’t usually dropped and re-used over time, they can be if and when needed. This must have been a situation where the NAICS 2017 construction needed to reuse that code for a different purpose.
The point is, even though the codes are the same, the data cannot be compared because the industries are different. To compare NAICS 5173 now, use data from 5171 and 5172 historically. To compare the old NAICS 5173 (dropped in 2007), the new code to compare to is NAICS 517911 - Telecommunications Resellers.

- Created defunct time series to contain the data with colliding NAICS 2002 codes. Their concept codes are differentiated with "_2002", their description metadata is marked as "discontinued", and they run from as early as January 1990 to as late as December 2006.
