UPDATE, January 2020: The geo level "macroregion" is more commonly labeled "region," including in our "geo change" articles. The geo level "group of macroregions" was a misapprehension on our part; such composites are also macroregions. We have redefined their geo codes from IVNM_^^^^ to IVNM_^^ (see identities below) and renamed existing series.

We have observed that the annual population figures for province/country are closely additive. For province/region and region/country, however, there is a discontinuity in additivity: it holds from 2008, but prior to that is only approximate. This implies a change (improvement) in procedures at the GSO.
UPDATE, January 2020: We have renamed the geo codes for the macroregions "Red River Delta" and "Southeast."
Changes to administrative divisions
- 2004: Dien Bien (IVNM_DIB) is carved out of Lai Chau (IVNM_LAI), with 55% of the population.
- 2004: Dac Nong (IVNM_DAN) is carved out of Dac Lak (IVNM_DAK), with 20% of the population.
- 2004: Hau Giang (IVNM_HUG) is carved out of Can Tho (IVNM_CAT), with 40% of the population. Can Tho is the fourth-largest city in the country.
- 2008: Ha Tay (IVNM_HAT) is subsumed into Ha Noi (IVNM_HAN), increasing its population by 85%.
Changes in reporting areas
Reporting by eight macroregions (group of provinces) was changed to four macroregions plus two group-of-macroregions. The new system is used as of:
