TitleGeo Note: Vietnam - Subnational structure
AuthorPhillip Thorne
Question

For the country of Vietnam, what is the statistical geographic hierarchy? What are the Data Buffet geo code patterns at each level? What are the pertinent redefinitions?

Answer

Types of administrative division

  • Country (IVNM)
  • First-tier divisions (IVNM_^^^):
    • Province
    • Municipality / independent city
  • Second-tier divisions:
    • District / rural district
    • Urban district
    • District-level town
    • Provincial city
  • Third-tier divisions:
    • Ward
    • Commune
    • Commune-level town / township / townlet

Types of statistical geography

  • Group of macroregions (IVNM_^^^^)
  • Region / macroregion (IVNM_^^)
  • Metro area (IVNM_M^^^)
  • Macroregion excl. metro area (IVNM_^^XH)

UPDATE, January 2020: The geo level "macroregion" is more commonly labeled "region," including in our "geo change" articles. The geo level "group of macroregions" was a misapprehension on our part; such composites are also macroregions. We have redefined their geo codes from IVNM_^^^^ to IVNM_^^ (see identities below) and renamed existing series.

Additive identities

In this table only, "macroregion" is abbreviated "m.r."

AreaApplicableComponentsGeo codes
Country Until 2003 61 provinces
Country 2004 to 2007 64 provinces
Country From 2008 63 provinces
Country Until 2007 8 m.r.
Country From 2008 6 m.r.
Northern m.r.   Northeast, Northwest, Red River Delta IVNM_NE+IVNM_WE+IVNM_RR
Central m.r.   North Central Coast, South Central Coast, Central Highlands IVNM_NC+IVNM_SC+IVNM_MR
Southern m.r.   Southeast, Mekong River Delta IVNM_SO+IVNM_MR
North Central and Central Coast m.r.   North Central Coast, South Central Coast IVNM_NCCS IVNM_CC = IVNM_NC+IVNM_SC
Northern Midlands and Mountain Area m.r.   Northeast, Northwest IVNM_NMMA IVNM_MM = IVNM_NE+IVNM_NW

We have observed that the annual population figures for province/country are closely additive. For province/region and region/country, however, there is a discontinuity in additivity: it holds from 2008, but prior to that is only approximate. This implies a change (improvement) in procedures at the GSO.

UPDATE, January 2020: We have renamed the geo codes for the macroregions "Red River Delta" and "Southeast."

Changes to administrative divisions

  • 2004: Dien Bien (IVNM_DIB) is carved out of Lai Chau (IVNM_LAI), with 55% of the population.
  • 2004: Dac Nong (IVNM_DAN) is carved out of Dac Lak (IVNM_DAK), with 20% of the population.
  • 2004: Hau Giang (IVNM_HUG) is carved out of Can Tho (IVNM_CAT), with 40% of the population. Can Tho is the fourth-largest city in the country.
  • 2008: Ha Tay (IVNM_HAT) is subsumed into Ha Noi (IVNM_HAN), increasing its population by 85%.

Changes in reporting areas

Reporting by eight macroregions (group of provinces) was changed to four macroregions plus two group-of-macroregions. The new system is used as of:

  • 2008: Population
  • 2014, retroactive to 2005: Unemployment
  • 2015: CPI

Updates
