This particular data file (Monthly Bulletin of Interior Statistics, table 1.9, "Resident population during month") reports national (*) population, broken out by six cities and two provinces (which contain 16 counties or cities), which pertain from 2011. It is alternately broken out by four regions, reported from 1992. The four regions cover the mainland, i.e., they exclude the outlying islands that are grouped into the two counties that comprise Fuchien Province.
(*) That is, Data Buffet uses a country-type geo code for statistical convenience.
