The 2010 Census was a Register and Sample-assisted Census using questionaires. The Census covers nationals and foreigners who have been living or plan to live at current address for 6 months or more. The data is processed by mainly electronic computing system and personal computer. Some questionable and unresolved cases were handled with manual checks by staff. The Preliminary Summary Report was compiled for basic important census items prior to the release of the General Report in accordance with the Statistics Act and the Census Plan and publicized both on the web and in a paper form timely for public use after approbated by the Executive Yuan on November 3 of 2011.
