For Hong Kong SAR (China), the Consumer Price Index (CPI) measures the changes over time in the price level of consumer goods and services generally purchased by households. The year-on-year rate of change in the CPI is widely used as an indicator of the inflation affecting consumers.

Two types of data are required to compile the CPI: the expenditure weights of consumer goods and services, and the price movements of consumer goods and services.
Weights are obtained from the quinquennial Household Expenditure Survey.
A Monthly Retail Price Survey is conducted by the C&SD to gather information on prices of pre-selected items from different types of retail outlets and service providers throughout the territory. Price data are collected mainly by field visits, supplemented by telephone and postal enquiries.
The price index for each individual commodity or service item for the month concerned, which reflects the price change of the item since the base period, is first obtained. This is done by comparing its price in that month to the price in the base period.
We have back-extended the seasonally adjusted general index, which is reported with less history than the NSA variant.
No revision is made after the release of the index numbers.
