The source writes:

The "nonfinancial public sector" includes the central national government, social security institutions, the electric sector, national public establishments, regional and local public sector, municipal and state companies, among others. The data contains information on income, expenses, interest, fiscal deficit (-) or surplus (+) and, internal and external financing, under two methodologies:

  • The first set ["metodología caja"] corresponds to a measurement of cash operations. This series includes historical information from the National Department of Planning and the latest official data from the Ministry of Finance and Public Credit.
  • The second set corresponds to the official statistics, which in addition to cash operations, includes accrual accounting adjustments originated under the Extended Arrangement signed between Colombia and the International Monetary Fund in 1999.

Moody's Analytics supplements

We construct seasonally adjusted counterparts to the headline items (balance, receipts, expenditures) and interest charges. We do so for both methodologies. We use the X-13ARIMA-SEATS program.

Final data on non-financial public sector operations is available to the public two quarters after the end of the fiscal year and are published in the "Documentos CONFIS" of the Ministry of Finance and Public Credit ("Ministerio de Hacienda y Credito Publico (MHCP)").
