Release Information

Eurostat compiles two detailed measures consumer inflation for the EU Member States:

Consumer Price Indices (CPIs) are economic indicators constructed to measure the changes over time in the prices of consumer goods and services acquired, used or paid for by households.

Harmonized Indices of Consumer Prices (HICPs) are designed for international comparisons of consumer price inflation.

  • Classification: COICOP
  • Measurements:
    • Fixed-base index relative to 2015 (Index 2015=100)
    • Year-over-year percent change
    • Month-over-month percent change
    • Moving 12-month average rate of change
  • Adjustment: Not seasonally adjusted (NSA)
  • Native frequency: Monthly
  • Start date: As early as 1996m1
  • Geo coverage:
    • 36 individual countries
    • 7 country-aggregates
  • All concept-geo pairs exist: No

  • 2005=100 - 1996 to 2015
  • 1996=100 - 1996 to 2005

HICPs are compiled on the basis of a legislated methodology, binding for all EU Member States (MSs). The focus is on quality and comparability among the indices of different countries as well as on their relative movements.

The HICPs aim at measuring "pure" price changes using a harmonized methodology. In order to achieve this, a number of regulations set the technical frame. They cover among other things minimum standards for quality adjustment, sampling, coverage and basic aggregation formula. The HICPs are Laspeyres-type indices.

Moody's Analytics supplements

We seasonally adjust select series.

The HICPs are in principle open to revision, in particular when new or improved information becomes available.  Monthly releases may include provisional data that is confirmed the following month.

The corpus (concepts, geos, and combinations thereof) is subject to change, but we document only major definitional changes on Data Buffet News.

For our Eurostat extract, series metadata including the unit-descriptor do not necessarily follow the strict symbology generally used in the Data Buffet international repository. There are four variants on each measure, as indicated by the catalog node and text-descriptor.
