HPI is based on a quarterly survey, "House price indices". The surveys are created using a sample of businesses or companies with main economic activity in real estate (e.g. real estate agencies). The sampling is performed annually. HPIs weights are mainly calculated by The Property Register of the Registry Agency.
The HPI has two sub-indices:
The three units used are index, quarterly rate (percentage change compared to previous quarter), and annual rate (percentage change compared to previous year).To be included in HPI the payment can be both cash or mortgage and the final use of the house does not matter (e.g. rented out houses would be included).
Before NSI began reporting a fixed-base variant (in 2017), we constructed one from the reported moving-base data.
For all fixed-base indexes at the national level, we back-extend by 22 years (1993Q1 to 2014Q4). For subnational areas, we back-extend by one year (2014Q1 to 2014Q4). For the moving-base indexes at the national level, we back-extend (2014Q1 to 2014Q4). For the existing-houses fixed-base index in all geos, we construct a seasonally adjusted supplement.
The data is first released in a preliminary stage and is usually confirmed or revised in the following quarter. The data may be revised for mistakes, new or improved information, and methodological improvements.
The index base year is advanced periodically.

The source's tables (English-language version) exhibit inconsistencies between the title, subtitle, and measurement. As of 2026, the "2015=100" table actually contains base-2025 values, and the values are indexes despite the "%" measurement. The "previous quarter" and "corresponding quarter" tables, despite the "=100" title, actually contain percent rate of change data.
