Quarterly data on the number of employed persons in Germany according to the domestic concept were presented in the context of national accounts. The domestic concept covers all employed whose place of work is in Germany, including employees, self-employed persons and unpaid family workers, in all economic activities, except section Q.

The number of persons in employment is obtained in national accounts on the basis of any source of employment statistics available at the time of calculation. This is to say, monthly employment data are not gained from a sample survey, only.  Levels and the trends are based on an estimation model integrating several sources (about 50 sources). The sources differ in periodicity and coverage. Major sources of employment statistics in addition to the monthly, quarterly and annual statistics for various economic sectors (i.e. industry including energy and construction, wholesale and retail trade, hotels and restaurants).

Persons in employment, as used in national accounts, include all persons performing some gainful activity as employees (wage earners, salaried employees, public officials, marginal part-time workers, soldiers), as self-employed persons or as unpaid family workers, irrespective of the scope of such activity. The underlying concept here is the person-related concept; this means that persons performing several jobs at the same time are covered only once, that is with their main job.

That definition is based on the standards set by the International Labour Organisation (ILO), which are in line with the relevant definitions of the European System of Accounts (ESA) 1995. The average number of persons in employment in Germany over a specific period is needed, first, for purposes of continuous current labour market monitoring – comparable at a national and international level – and, second, as a reference figure for national accounts.

Depending on what the figures are used for, the number of persons in employment, for Germany as a whole and in a breakdown by status in occupation, are presented according to the resident concept (place-of-residence concept) or the domestic concept (place-of-work concept). To change over from the resident concept to the domestic concept, non-residents working in Germany are added and residents working abroad are subtracted.

The numbers of persons in employment by industries are always shown according to the domestic concept in national accounts.

Definitions

All persons who did some work (for at least one hour) during the reference month for pay or persons temporarily not at work having a formal job attachment (i.e. illness, holiday, strike or lock-out, maternity or parental leave). Employment covers employees and self-employed (unpaid family workers are included). Employment data referring to place of residence and to place of work are available.

Quarterly date is revised by the FSO and by the time of publication.
