The following definitions are definied by the Central Statistical Office of Poland and can be found on their website here. All data in the stage of construction for residential and non-residential buildings in Poland dataset adhere to these definitions.
Building - In accordance with the Polish Building Code of 7 July 1994 - Journal of Laws No. 207, item 216 from 2003 with later amendments is a constructed structure, strictly connected with the ground, with foundation, separated with the aid of construction partitions (walls and covers) i.e., surrounded by walls and covered by a roof, with or without a cellar, together with built in plumbing, sewerage, heating, electrical, gas and other installations, as well as with built in furniture, accounting for normal building installations. A separate building is a building separated from other buildings by free space, and in the case of being directly adjacent to other buildings (e.g., in buildings joined under one roof but serving various economic functions), a building separated by gable walls. In semi-detached or terraced residential buildings, each segment containing a separate exit to a lot, street or garden is considered as a separate building.
Residential building - A building designated towards residential purposes and fully occupied by residential premises or a building in which at least one half of the overall space constitutes residential space with the remaining part constituting other space (except for residential-animal buildings or residential-workshop buildings).
Building permit - Building permit is an administrative document issued by architectural and administrative body that allows construction of a building to be initiated and conducted or construction works other than building of constructions to be realized.
Buildings completed - Building (residential and non-residential), which completion of construction has been submitted by the investor to the building control authorities and said administrative office has not issued an objection (in the form of a decision) or for which the investor has obtained a permit - in the form of a decision - issued by the building control authorities.
Dwelling - A premise for a permanent residence of persons - built or remodelled for residential purposes structurally separated by fixed walls within a building, into which a separate access leads from a staircase, a passage, a common hall or directly from the street, courtyard or garden, comprising one or several rooms and auxiliary spaces. Auxiliary spaces include: a common hall, a bathroom, a flushed toilet, a larder, a dressing room, a veranda, a storeroom and other space within a dwelling, serving the residential and utility needs of dwellers.
Dwelling stock - Total number of inhabited and uninhabited dwellings in residential and non-residential buildings. Dwelling stocks does not include collective accommodation places (worker's hostels, students' homes, dormitories, boarding schools, welfare homes), makeshift premises and mobile objects (i.e. portacabins, railwaycars, barges and ships).
Data for all periods are subject to change; the final data is made available after compiled the annual data, ie, in March following year.
