Release Information

Data are disseminated in millions of Slovenian tolars on general government operations. The data cover budgetary central government (the state budget), social security funds (pension fund and health insurance fund), and local governments.

Data are disseminated on: revenues; expenditures; the deficit/surplus; and financing, broken down into foreign and domestic financing, with domestic financing further broken down into domestic bank financing and domestic nonbank financing. Data on interest payments are also disseminated.

Classification/Sectorization

Relationship with international guidelines: Data for 1992 onward, are largely classified in accordance with GFS methodology.

Classification system: Revenue shows the principal components of tax revenue, and totals for nontax revenue, capital revenue, grants, transferred revenue, and receipts from the EU budget.

Expenditure data show totals for current expenditure, separately for interest payments, current transfers, capital expenditure, capital transfers, and payments to the EU budget.

The presentation also shows measures of budget surplus/deficit, primary surplus/deficit, current surplus/deficit, lending and repayments, and financing including changes in cash and deposits.

Financing is broken down into domestic and external and shows separate borrowing and amortization categories for loans from banks and other.

Scope of the data

Institutional coverage of general government in reported data: General government fiscal data cover:
-The institutions of the central government
-The social security funds (pension and health insurance funds)
-The local governments

General government fiscal data exclude the operations of extra-budgetary funds and own revenue of public institutions (schools, hospitals, cultural institutions and research institutes).

Accounting Conventions

Valuation of transactions: Bank of Slovenia's daily exchange rates are used to convert transactions denominated in foreign currency.

Accounting basis: The data are recorded on a cash basis for all units.

Grossing/netting procedures: The data are fully consolidated, with transactions between the various levels of government eliminated through the process of consolidation.

Nature of the Basic Data Sources

The data are based on the accounting records of actual outturns for all levels of government, including local governments. Main sources of data are:
-Data on revenue receipts from the Public Payments Administration of the Republic of Slovenia and Ministry of Finance records
-Data on state budget expenditure from Ministry of Finance records
-Data from monthly reports on revenues and expenditure of the pension fund, the health insurance fund, and all local governments

Compilation Practices

Adjustment for grossing and netting of transactions: Operations of government market establishments are shown on a net basis.

Consolidation: Following transactions between units of general government are excluded:
-Transfer flows between the State Budget and local budgets
-Transfer flows between State Budget and social security funds
-Transfer flows between the local budgets and social security funds
Transactions between units of central government are excluded.

The data are considered final when first released, although they might be subject to revision after the revision of central government final accounts by the Court of Audit.
