Government finance statistics compiled in accordance with GFS 86 standards record transactions on a cash basis.
Central government covers operations of budgetary, extra budgetary and social security funds’ accounts of the budgetary units at the central level.
Local government includes operations of budgetary and extra-budgetary accounts of the municipalities.
EU funds include pre- accession funds, structural funds, the cohesion fund (managed by the national fund), and also European agricultural fund for rural development and European fisheries fund (managed by payment agency for common agriculture policy). The national co-financing is included.
Government transactions are classified into broad categories under revenues and expenditures.
Total revenue include revenue and grants. Revenue are tax and non tax.
Grants are unrequited receipts from other government or international institutions.
Total expenditures include the main categories of public expenditures such as wages and salaries, social and health insurance contributions, maintenance of goods & services, interest payments, social expenditure, scholarships, subsidies and capital expenditures.
As of 2026, we start with two as-reported series (revenue and expenditure) in EUR YTD NSA analytic form. We back-extend using the BGN predecessor values. We compute budget balance (revenue less expenditure). For all three, we construct non-YTD (discrete) NSA counterparts, and then non-YTD SA counterparts.
