The Directorate General of Customs and Excise establishes the trade balance. Each month the Customs Service Statistics presents and discusses the latest results of the trade balance. This reflects only exchange of goods and not services.
Information on trade in goods is collected on the basis of statements of trade in goods (DEB) for trade with the other 26 member states and customs declarations (SAD) for trade with other countries (called "third countries"). Several methods of information gathering including translating coexist more or less automation relationships between traders and Customs. The control and data validation carried out under the responsibility of the data center of Toulouse also mobilize the customs offices and centers for specific input. Once validated, the statements are included in the databases of Customs.
The external trade statistics are compiled according to French method known as "special trade". This means that only accounting for the goods entering or leaving the truly national economy than goods that are imported and exported in the state.
Imports account for the total combined volume of imports directly into the channels of the national economy (for domestic consumption or for direct processing) and goods removed from bonded warehouses to be released for consumption.
Exports include exports of domestic goods, that is to say goods produced or manufactured wholly or partly within the country and re-exports of foreign goods after working in France.
Exception: petroleum products, to take account of technical problems related to their specificity, are registered under the system of "general trade" which accounts for all inputs and outputs of the statistical territory.
