The source publishes annual data on residential starts and permits for France's NUTS 2 and NUTS 3 regions.

The data is obtained from the Sit@del2 database, which is collected from the building permit forms that are processed by the instructor centers. On a monthly basis, the information that is collected is sent to the statistical office of the Ministry of the Environment, Energy and Marine (MEEM) and the Ministry of Housing, Equality and Rurality (MLETR). As of 2006, the Sit@del3 database is used.

A construction permit is considered the authorization of the construction of a dwelling by a public authority. 

A construction is considered to have started after the receipt of the declaration of site opening (DOC). This receipt is sent by the petitioner. 

National-level data are reported as France Metropolitaine, i.e., mainland France excl. DOMs.

The building typologies, and reported aggregations thereof, are subject to change. In 2026 they were reduced from eight categories to four:

  • Trade (retail), hotels, food service, artisans (craft industry) » Commerce
  • Industry, warehousing, offices » Other activities in the secondary or tertiary sectors
  • Public service or collective interest » No replacement (?)
