Release Information

This data release contains completions (#) and floor area (Ths. m2) of newly completed non-residential buildings at both an annual and quarterly frequency.

The figures are broken down by building type:

  • Buildings for culture and sport entertainment
  • Buildings for hospital and institutional care
  • Industrial buildings and warehouses
  • Non-residential buildings
  • Non-residential farm buildings
  • Office buildings
  • Other non-residential buildings
  • School, university and research buildings
  • Trade, hotels and catering enterprises biuldings
  • Traffic and communication buildings

Annual values are calculated as a summation of quarterly values.

Purpose of the statistical survey

The purpose of the statistical survey is to collect data on the building permits granted, buildings completed and to provide this information to users. The survey covers all counties and municipalities, and the results represent the whole country.

Survey population

The survey population covers building permits and documents on the recognition of new buildings as suitable for use. Survey period – quarters.

The population element is building permits and documents on the recognition of new buildings as suitable for use.

The lowest geographic coverage level is a municipality.

The main indicators:

construction of residential buildings, i.e. building permits for the construction of residential buildings, their total useful floor area, construction volume and the number of residential buildings, dwellings recognized as suitable for use (completed), their area, construction volume and actual construction price;

construction of non-residential buildings, i.e. the number of building permits for the construction of non-residential buildings by purpose, their total area, construction volume, the number of buildings  recognized as suitable for use (completed), their total area, construction volume.

Statistical survey methods

Census survey. An aggregation method is used for the survey.

Statistical data sources, collection forms and methods

The statistical data source is quarterly statistical questionnaire on construction of new buildings NPS-01 (hereinafter referred to as the “Questionnaire”), approved by the order of the Director General of Statistics Lithuania.

The Questionnaire is composed of two parts:

  • the first part covers the construction of residential buildings, i.e. building permits for the construction of residential buildings, their total useful floor area, construction volume and the number of residential buildings, dwellings recognized as suitable for use (completed), their area, construction volume and actual construction price;
  • the second part covers construction of non-residential buildings, i.e. the number of building permits for the construction of non-residential buildings by purpose, their total area, construction volume, the number of buildings  recognized as suitable for use (completed), their total area, construction volume.

Paper and electronic questionnaires are used for data collection. Filled in paper questionnaires are provided to regional statistical offices by post or fax. Filled in electronic questionnaires prepared using the program ABBYY eForm Filler are provided by e-mail (they can be forwarded to the survey database) or online (statistical data are directly transmitted to the survey database).

Information for I–IV quarters is calculated by summing up statistical data of all quarters of the reference year in absolute numbers using ORACLE software.

Summary statistical information is provided at national and county levels.

Provision of results to the users

Quarterly statistical information is published according to the calendar of publication of information approved by the order of the Director General of Statistics Lithuania.

The results of the survey are published for the first time in a press release and on the website of Statistics Lithuania (www.stat.gov.lt) on the 45th day after the end of the reference period.
