For Portugal, a survey-based count of residential and non-residential construction permits, by purpose, monthly from 2002, for subnational areas (NUTS 1, 2 and 3).

Monthly survey of building constructions and demolitions.
Data are broken out by project purpose (family housing, other, and total), type of project (total construction and demolition works, new constructions and other), and dwelling typology (number of bedrooms).
The dataset differentiates between "dwellings" and "residential buildings." Although the latter term is not defined, based on their relative numeric values and the two definitions below, we infer that a "dwelling" is a "dwelling unit." For example, a single-family home counts as one dwelling and one residential building, whereas a ten-unit apartment building counts for ten dwellings and one residential building.
For permits: For unreported conterminous areas, we construct series. For "total family " we construct seasonally adjusted (SAAR) counterparts.
For completions: For all areas, we construct "all actions, non-residential, count of buildings" as an additive identity.
For permits: Yes. The source generally revises the last few months of data with each month's update and revises the prior year of data with the March update.
